that one can give to someone who cares is the cold shoulder or silent treatment.
For added effect, one can switch of his/her handphone so that he/she becomes uncontactable.

I guess the person is either really nasty... or is really childish (yearning for attention).
I'm guessing that you're on the receiving end of such treatment.
Ha. I used to be on the giving end... but nowadays I'm normally on the receiving end.
